Project Background:
The twenty-two year old civil war between the North and South Sudan has shattered the social infrastructure of
Southern Sudan. Clinics, schools and water points were all severely damaged in the conflict which came to an end in
January 2005 with the signing of the Comprehensive Peace Agreement. After that, thousands of peoples are returning
to Southern Sudan particularly in Nyongrial area in Upper Nile State.
Currently, there is no single high school in the entire Baliet County and many students who have completed the
elementary school normally skipped high school studies due to the lack of funds for students to attend high schools
in the big cities like Malakal and Juba in Southern Sudan. Moreover, the parents required the government to provide
boarding school facilities as well as school feeding programs to encourage them to send their children to school.
However, the autonomy Government of Southern Sudan is struggling to gain a footing to rebuild the war-torn nation
from the scratch. In response to these visible needs, the Padang Lutheran Christian Relief has planned to build the
boarding secondary school facility in Nyongrial area to cater for the students from various remote areas in Baliet
County. Moreover, PLCR has acquired 60 acres land from the local government for the purpose of building the
secondary school complex. As funds become available, the construction will commence in December 2010 and will be
completed in March 2012. In addition, PLCR will facilitate this secondary school untill 2017. Then, the school will
be handed over to the Ministry of Education in Upper Nile State.
ORIGINAL PROJECT SCOPE:
The Malik Abiel secondary School will be the first high school of its kind in an area occupied by virtually one
million citizens in Baliet County of Upper Nile State.
To support the operating expenses, the school will charge the registration fees from the students who would
afford to pay the fees while there will be some financial support to assist the deprived students.
Project Cost:
In this context, PLCR is seeking sponsors and donors to fund this school project. The proposed secondary school
project can be realized for the following costs:
School construction cost: $250,000
School furnishings: $75,000
Annual Operating cost: $100,000
Total required financial assistance for this Project: $425,000
